Requirements to fulfill before you apply for the RES Course and the RES Exam

The applicant must:

a. Be at least 21 years old

b. Singaporean or Permanent Resident

1. Minimum Criteria

Please also be informed that attending the RES Course and passing the RES Examination does not automatically qualify an individual to be a real estate salesperson. The applicant has to comply with the full registration requirements stipulated under the Estate Agents Act, which include meeting the fit & proper criteria. Please check the complete list of registration criteria on CEA’s website at 
before registering for the RES Course.

For foreigners who wish to register with CEA as salespersons, they will need to have a valid Employment Pass (EP) issued by the Ministry of Manpower (MOM). They should consult an estate agent that is prepared to support their future registration application, who would then check with CEA for a preliminary assessment of their registration eligibility. If their preliminary assessment outcome is positive, they are then allowed to use the relevant education qualification certificate and a letter of support from the estate agent to register for the RES Course.”

2. Qualifications accepted by Council For Estate Agencies (CEA) 

Please note that these are some of CEA's guidelines and are not exhaustive. CEA reserves the right as the approving authority for all qualifications.
(i) Minimum of 4 GCE ‘O’ levels passes
Must be different subjects in one or two (2) sittings 
(ii) GCE 'A' / 'O' level passes
Must be different subjects - at least 4 credits taken in Singapore 
(iii) Full International Baccalaureate (IB) Diploma IB Diploma certificate
(iv) IP Year 4 or Year 6 internal examination results

Singapore national school-based Integrated Programme (IP) MUST pass at least 4 different subjects for their IP Year 4 or Year 6 examinations.  

(v) WSQ Workplace Literacy and Numeracy (WPLN) Level 5 WSQ Workplace Literacy and Numeracy (WPLN) at least Level 5 or above for ALL 5 modules 
(vi) Master NITEC Certificate
  • Old Certificate Title: National Technical Certificate 1 (NTC1) 
(vii) Higher NITEC Certificate 
  • Old Certificate Title: Industrial Technician Certificate (ITC)
  • Certificate in Business Studies (CBS) 
(viii) Diplomas from local Polytechnics
  • Ngee Ann Polytechnic (NP)
  • Singapore Polytechnic (SP)

3. List of Recognised and Equivalent Qualifications: Click HERE

a. Individuals who have passed all 3 examinations in General Practice by the Royal Institution of Chartered Surveyors (RICS) will be considered as having obtained equivalent qualification to the RES and REA examination.
b. Holders of qualifications in non-real estate related fields such as business administration, economics, marketing, law etc will be required to take the REA/RES examination.

    4. Course Requirement for New Entrants:

    New entrants must meet the educational qualification of at least 4 GCE "O" Level passes or equivalent, which is one of the regulatory requirements for salespersons. CEA accepts combined GCE “O” level results taken at not more than 2 sittings.

    Candidates who wish to submit their qualifications (e.g. overseas qualifications or private diplomas) for assessment by CEA to determine if they would meet the educational qualification requirement may do so through the Approved Course Providers (ACPs) they intend to enrol at for the RES course. An administrative fee of $64.20 (inclusive of GST) is payable for each application submitted.

    Candidates must fill up the CEA Educational Qualification Assessment Request Form and attach all supporting documents, and they must also produce the original documents to the ACPs for verification. The CEA Educational Qualification Assessment Request Form is available at all ACPs. CEA will inform the candidate of the outcome of qualification assessment.

    Qualifications assessed to be accepted in lieu of 4 GCE "O" Level passes for the purpose of RES course registration, RES examination registration, and registration to be a salesperson, are valid for a period of 3 years from the date of CEA's notification of the acceptance. A fresh application has to be re-submitted to CEA for qualification assessment once the 3-year period lapses.

    Workplace Literacy and Numeracy (WPLN) Assessment

    Applicants who have attained Level 5 and above for the Workplace Literacy and Numeracy (WPLN) assessment in these 5 components (Reading, Listening, Speaking, Writing and Numeracy) will be recognised to have met the minimum qualification requirement of 4 GCE "O" level passes. 

    About the WPLN Assessments


    The Workplace Literacy and Numeracy (WPLN) assessments are computer-delivered English Language literacy and numeracy assessments developed by the British Council, in collaboration with SkillsFuture Singapore (SSG). They are used to assess English Language literacy in Speaking, Listening, Reading and Writing, and Numeracy ability.

    They are not single level tests, but instead they include a range of questions designed to allow candidates to demonstrate their best ability. They cover a broad range of English language functions, which reflect the flexibility of language use required in workplaces and provide a foundation for entry to skill development opportunities.

    You can take a different combination of the following five components of the WPLN Assessments:

    • Reading               (35 minutes)
    • Listening              (40 minutes)
    • Speaking             (12 minutes)
    • Writing                 (50 minutes)
    • Numeracy            (75 minutes)

    There is also a Grammar and Vocabulary component (25 minutes) that is mandatory whenever Literacy components (Reading, Listening, Speaking and Writing) are taken.

    a. High School Qualifications

    • High School Certificate (With Grades Obtained)
    • Official explanatory notes on grading system (for foreign High School/Secondary School)

    b. Tertiary Qualifications

    • Certificate of Graduation AND
    • Transcripts
    • Official Translated Copies of the Certificates (For non-English Certificates)
    i. Academic transcript with full listing of subjects taken with grades to be indicated

    ii. Official explanatory notes with grading system (for foreign High schools/Colleges)

    iii. Translated copies (If medium used is not English, you may approach your country's Embassy in Singapore to assist you in translation)

    Please also note the following:

    iv. All Assessment application will be submitted to CEA on every Monday. If Monday is a Public Holiday, it will be submitted on the next working day.

    v. The assessment may take up to 15 working days or more

    vi. Applications with incomplete documents may be rejected or delayed. Administrative fee of $64.20 (inclusive of GST) is non-refundable.

    vii. CEA will send you an email notification on the assessment result. If the assessment result is affirmative, you are required to bring a copy of the email when you register for the RES Course.


    Candidates with private diplomas or foreign certifications or who do not possess 4 GCE "O" Level passes or other academic qualifications may submit to CEA for assessment as explained in the following flowchart.

    Applicants submit (i) Request Form, (ii) supporting documents and administrative fee of $64.20 (inclusive of GST) to ACPs.
    On weekly basis, ACPs collate and submit all applications received to CEA for assessment using the prescribed format. ACPs shall also deposit the administrative fees collected into CEA’s designated bank account.
    CEA CEA assess and reply applicants on the assessment outcome.
    If qualification assessment is approved, applicant registers and commences RES course with ACP.

    6. Revised Terms and Conditions for Approved Course Providers

    The ACPs shall conduct educational qualification checks and associated administrative duties to ensure course participants meet the minimum educational requirement of at least 4 GCE “O” level passes (applicable to new entrants who wish to register as salespersons) before they register for the RES Course.
